Recently concluded 20th Central Committee of the Communist Party of China (CPC) has made significant decisions during its recent third plenary session, which are expected to have a profound impact not only on China but also on its neighboring countries, including Nepal.
Chinese Ambassador to Nepal, Chen Song, highlighted that the outcomes of this session will contribute to the welfare of the Chinese people and strengthen international cooperation, especially with countries like Nepal.

He emphasized that the meeting, chaired by President Xi Jinping, introduced over 300 legal reforms aimed at enhancing China’s global partnerships.
During a discussion with leading media editors at his residence on Thursday evening, Ambassador Chen explained that the CPC is committed to further deepening reforms to advance Chinese modernization, particularly in the face of a challenging international environment.
The session’s key decisions include implementing the guiding principles from the 20th National Party Congress, applying a new development philosophy, promoting high-quality development, and ensuring both domestic stability and security.

Ambassador Chen expressed optimism that Nepal will benefit from these reforms, particularly in areas of development cooperation.
He noted that Nepalese students studying in China will have better opportunities for internships and job placements. He announced that China’s labor market is now open to Nepalese workers, which could significantly contribute to Nepal’s economic growth through sectors like tourism and hydropower production.
He also disclosed that China is supporting the establishment of a “fully water and electricity-based fertilizer factory” in Nepal, with plans to complete the project within a year.
The ambassador emphasized that the factory would leverage Nepal’s abundant electricity and water resources.
Additionally, a team of Chinese technicians is currently in Nepal assessing the feasibility of a cross-border transmission line, which could help reduce Nepal’s dependence on petroleum imports by boosting domestic power trade. This initiative aligns with Nepal’s national aspiration of “Prosperous Nepal, Happy Nepali.”
Ambassador Chen reaffirmed China’s commitment to supporting Nepal’s goal of graduating from the list of least-developed countries.
Furthermore, the ambassador emphasized the importance of developing Nepal’s tourism infrastructure to attract more Chinese tourists. He assured that China is ready to provide technological transfer and other forms of technical assistance to Nepal.
In a broader context, Ambassador Chen discussed the Belt and Road Initiative (BRI), proposed by President Xi Jinping, as a key platform for global cooperation and connectivity.
He stated that while some academics and the media view the BRI solely as an infrastructure initiative in Nepal, it is actually a multifaceted framework for collaboration that is currently being implemented there through a number of projects.
The ambassador made it clear that while the BRI implementation plan is an extra component of the framework, signing it is not a requirement for carrying out BRI projects in Nepal.
According to the Ambassador, the BRI, particularly the ‘Trans-Himalayan Multi-Dimensional Connectivity Network,’ which includes cross-border rail, roads, ports, and information technology, promises substantial benefits for Nepal and beyond.
The Chinese ambassador underscored China’s commitment to deepening its comprehensive cooperative partnership with Nepal, fostering everlasting friendly relations for the mutual benefit of both nations.
