Parliamentary Delegation Presents China Visit Recommendations to PM

Based on its recent comprehensive visit to China, a parliamentary delegation comprising 17 members from various political parties has presented a detailed report encompassing 21 suggestions to the Nepali government, parliament, and the parliament secretariat.

Led by Hitraj Pandey, Chief Whip of the Maoist Center’s Parliamentary Party, the delegation’s extensive discussions have culminated in a series of recommendations aimed at enhancing bilateral relations and legislative processes.

The report, spanning 49 pages, was submitted to Prime Minister Pushpa Kamal Dahal ‘Prachanda’ on Monday, featuring 14 suggestions tailored for government consideration. An additional seven suggestions were directed towards the Parliament and the Parliament Secretariat.

Key recommendations to the government include advocating for a people-centric development model akin to China’s, ensuring policy continuity, and prioritizing the implementation of bilateral agreements. Furthermore, suggestions encompassed enhancing state control over land for development, facilitating Chinese investment in Nepal, and initiating programs to attract Chinese tourists.

The report also underscores the importance of holistic development and environmental considerations, timely communication of tour programs to the Parliament Secretariat, and institutionalizing parliamentary visits to foreign nations for knowledge exchange.

Similarly, recommendations to the Parliament emphasize the need for continued legislative visits, meticulous record-keeping of visit reports, and fostering public participation in law-making processes. The report emphasizes the importance of responsive governance, periodic law audits, and adherence to institutional norms during parliamentary delegations.

Insights from interactions with Chinese counterparts shed light on China’s governance system, legal framework, and development strategies.

Notable observations include public participation in law-making through an Opening Up Policy, as well as China’s emphasis on economic cooperation with Nepal, particularly in trade, investment, and infrastructure development.

The Chinese side’s recommendations for bolstering Nepal-China relations encompass political transparency, tourism sector development, agricultural and industrial productivity enhancement, and infrastructure upgrades. These suggestions underscore China’s commitment to fostering mutual economic growth and regional stability.

The parliamentary delegation’s visit serves as a pivotal platform for enhancing bilateral understanding and fostering collaboration between Nepal and China, paving the way for strategic partnerships and sustainable development initiatives.

The delegates in the visit were Yub Raj Sharma, Ramnath Adhikari, Ain Bahadur Shahi, Saraswoti Bajimaya and Kusum Devi Thapa from the Nepali Congress, Damodar Bairagi, Manbir Rai, Nirmala Koirala, Rukmini Rana Baraili and Bhagawati Neupane from the CPN UML, and Chief Whip Pandey, Jaga Prasad Sharma and Narayani Sharma from the Maoist Centre.

RSP Chief Whip Santosh Pariyar, Anisha Nepali of RPP, Prakash Adhikari of JSP and Unified Socialist Chief Whip Metmani Chaudhary were other delegation members.
